The network, a "layer 2" solution built on Ethereum, which aims to provide faster and cheaper transactions, experienced a "consensus problem." This means there was a brief disagreement among network participants about processing new transactions and creating new blocks. Operations have now fully resumed, and the Base network is back to normal, producing blocks and processing transactions smoothly for its users.
